Howabout the beaches of California? Then you can be just hours away from Tahoe, have the ocean and all the culture you want in bay area?
There, i've figured out your life for you.

I don't know about the family scene in the Tahoe area except that your kids will have the opportunity to grow up to be great skiers.
I was born in Truckee so i have a love for the area but i haven't lived there in a very long time.
The emphasis, needless to say, is on all the recreational activities. There are bars and clubs and you can go gamble on the Nevada side of the lake but i don't imagine that is what you mean by "culture".
Shopping? Hmmmm, depends on what you're looking for. I'd imagine you'd have to make a trip to Reno or Sacramento to find a wide variety of shopping. Do you mean, like malls? Reno is very close and it's a pretty easy and not so far trip to Sacramento.
Anyway, i'm not that helpful but i always want to save people from the east coast

... just kidding (kind of), it's just that i love California.
The winters are intense with huge amounts of snow and the summers are very dry and somewhat hot but not like the humid heat of the east.
The entire Sierra range is wonderful. Whenever i'm in the western states, i love hitting Reno and then leaving Reno and then crossing that Welcome to California sigh and climbing up HW80.
That is an interesting polarity though .... North Carolina and Tahoe.
