My choices:
San Luis Obispo
Camarillo
Paso Robles
Crescent City
but a lot of those places I don't know anything about. I think (from listening to rap songs) that some of those places are full of hard core criminals and others might be white collar places where they basically sit around all day and post on City Data.

I would REMOVE Crescent City (wonderful place to live, but Pelican Bay is NOT a prison you'd want a loved one working in!!), and ADD Tehachapi. Aside from that, I agree with above.

Moving From UK to CA
There is a Federal Correction Facility in Victorville, California. I just called the city Chamber of Commerce to inquire about it for you and found out that they have several levels of inmates there (whatever that means) and that the phone number is 760-530-5700. Victorville and Apple Valley are certainly lovely areas and can be seen on many old Roy Rodger's movies as that's where his ranch was. But my favorite community in the area is Phelan. The schools are touted as being among the best in California, the weather is lovely, lakes are close at hand, crime is very low, and it's a small community. Even though the topography is flat to rolling hills, it's only about 5 miles to the ski slopes of Wrightwood (you may want to check that area out also...quaint mountain community of about 3,000 people). Skiing, horse riding, ATV riding, hiking, boating, camping, and summer sports (baseball) are all readily available. Because of the temporary economic slump California is in, you can purchase a nice home for quite a bit less than you stipulated and rents are fairly low, too. Phelan is a very small town which recently got its second and third stop lights; it only has one grocery store; great open spaces with lovely views; people are friendly; the smallest home lot is 2.5 acres so almost every home is zoned for horses and just about everyone has at least one dog (so don't leave yours behind!); it's a short drive to Victorville and Adelanto (technically, I think Adelanto is the exact city that prison is in). You'll find much more information on the internet (use a zip code of 92371). I hope this has been helpful to you. Best of luck..

We are both in our early 30s, with 2 children ages 5 and 18months and a dog. We are looking for the areas of California that have the best schools, low crime rate and not overly expensive and lots of opportunity to get the kids involved in outdoor sports. We will be looking to rent for the first year and dont really want to be paying more than $2500 for a 3 bedroom house and then would like to buy with a budget of $450,000 for again a 3 bed but 4 bed would be better. Any suggestions, would be greatly appreciated. Thanks.

The nice thing about the SLO area is they have lots of oragnic food and many remodeling contractors!!!!
Pismo Beach has a great Fish and Chip place to make you feel at home.
Sadly though, the area lacks any large shopping Mall............

The only reason I would suggest Pelican Bay in Crescent City is that for $2,500 a month rent you can rent a very nice place and for $450,000 you can buy a 5 plus bedroom house with some acreage. Crescent City is also on the coast with beautiful views and is only 20 miles from Oregon. The drive to Eureka takes about an hour and a half, give or take.

San Quentin-dont want to work there
Represa
Tehachapi-the area is a little remote, i know a lot of people who buy little cabins there for solitude
San Luis Obispo-great area, cant beat it.
Vacaville-would never live here
Norco-kind of deserty, but one of the nicer desert towns
San Diego-too hot for me, but beautiful
Blythe-in the middle of nowhere
Lancaster-in the desert, awful place.
Camarillo-where i live pretty much, probably the best on the list, besides san diego, and SLO
Paso Robles-another pretty nice area, a little bit less populated
