Well somewhat. California is more diverse and liberal than Texas. Los Angeles is more urbanized. I could be wrong. Also, California and Texas are both minority-majority states.

Where TX and CA are quite different is in the people department. Texans are much more friendly and down to earth than Californians.

Dallas-Ft.Worth and Houston are very much the same, except that DFW is
"less humid". Actually that's ususally the reason people in N.Texas end up using in making their case that they are superior to Houston, which may or not be a valid argument ?
On the other hand, anybody who has spent anytime in SF-Bay-area and SoCal/the-LA-area who readily admit that those 2 areas are very different in many ways.
Re. the argument about CA and TX being southwestern is basically invalid, althought I think it's fair to say that the El Paso area is part of the American southwest. Beyond that, no.

i live in San Diego half of the year and in Houston half the year and i love both cities, they are very different and very similar in many ways

i can see how that might be a little true, but i know many friendly and down to earth Californians as well!!
