Never. "Cali" is a fairly recent term for the state that started with rap singers trying to find a word shorter than California in their songs [believe it or not

Some do some don't. I don't know why people are so caught up on names. Whether it's "Cali" or "Frisco". Etc. Who cares!?!?! I know plenty of born and raised Californian's who say Cali.

"Califas" is much older, though - it goes back at least to the '60s and probably earlier. While Mexican-American/Chicano in origin (and overwhelmingly used by Latinos) it is also sometimes used by native non-Latino whites in SoCal and by Latino immigrants. I've heard native Asian-Californians use it. Generally, if you're not Latino you'd only use it if you grew up in certain places. An "Anglo" who grew up in Beverly Hills or Studio City probably won't use it, OTOH an "Anglo" who grew up in Venice (at least pre-gentrification) or Oxnard probably will. ISTM that in NorCal it's an exclusively Latino term, though.
You're right about "Cali", that term originated in the '90s.
