I don't know how budget cuts will impact programs in coming years, I can only speak to the recent past.

Fresno Unified seems to currently doing a pretty good job working with parents to develop IEPs for the student at most campuses. I'm not aware of any particular campus that might be better for those learning disabilities.

Clovis Unified has lately been receiving negative publicity about how it works with some parents and students with learning disabilities. It seems to currently be a bit more inconsistent. These articles about CUSD and students with learning disabilities appeared a few months ago. So it sounds like you might need to be more of an advocate for your child with Clovis Unified.
