it's a very majestic place with a vibe that anything is possible...it's probably my favorite place out of all the places that i have been. and if you venture into a red woods forest...

I think the biggest change in Redding's population is because of the Section 8 Voucher recipients. Since the release of Section 8 Voucher funds on July 17th, 2007 because of Maxime Waters D-Los Angeles, there's been the hugest influx of Minorities taking advantage of these Vouchers I have ever seen in my life and I grew up in Los Angeles.
It has become extremely noticeable now. There is also the Bill that passed where in October 2008 ALL the Vacant Foreclosed homes will be bought with Fed. Grant money and refurbished and re-sold at extremely low-interest rates of 1 to 3% to Minorities.
Then there's the 'Target Areas' where Minorities are moving into the rural areas. A Target Area means 70% of the families who live there earn an income that is 80% or less than the statewide median income.
Here's some links to understanding how these Minorities are able to afford without a job in some cases like the Section 8 program are moving into Redding, CA and quickly changing it's demographic.
There's NO WAY someone looking at Census 2000 information could have the Slightest Idea what Redding looks like now, and it's getting extremely crowded.

Check your District. Redding-Shasta County is District 2 Congressional Distsrict.
As of the end of March 2008, California's 2nd Distsrict stands to benefit from $6.8 mllion in direct funds for neighborhood stabilizationwith a multiplier effect of an additional $14.6 million as the grants.
These homes once refurbished, will sell to low-income Minorities for extremely low interest rates with massive DAP assistance. Mortgages will have between a 1 to 3% interest rate.
All because of HR 3221, Sponser Senator Nancy Pelosi D-San Francisco-House Speaker. Shasta County will re-sale approx., 130 homes to Minority low-income beneficiaries.
Now the Section 8 Voucher Program Act of 2007 Sponsor Senator Maxime Waters D-Los Angeles. Passed into law LOOK AT THE DATE HERE--->July 17th, 2007. Since that date Redding has seen an endless stream to Recipients of the Voucher program moving into Redding.
The NEW attempt to Upgrade and FUND more funds into the Section 8 Voucher program will be thru this NEWLY Introduced Bill:

I have already gotten involved to circulate Petition to stop it.
This has gotten out of hand.
Google: Antioc and Lancaster CA. You will see these 2 Cities are experiencing the same 'change' that Redding, CA is.
These Housing Incentives for low-income Minorities are Targeted at areas like Redding, to change the demographics in a drastic way.
Drive around Redding, near the Cascade Theater, down 273, by the Motels, near Winco on the East side, drive down Bechelli, go to Shasta Mall, it's all changed the Census 2000 stats are completely WRONG for Shasta County & Redding now.

I've lived both in Southern and Northern CA. Northern CA is more green, more rain, colder, less cement (if you ask me). There are less high rises in Northern than Southern, but still you see them in the larger cities. I personally love the weather in Northern CA.
