I only know from experience in the areas I've lived, but Chaffey Community College is one of the best (located in Alta Loma). Also, Claremont College is very nice (a big liberal arts college). Chaffey doesn't have dorms; I don't know about Claremont. Don't go to Santa Ana Community College, though, as it's really run down, as far as colleges go. Oh, I also know that Fullerton is a really good school; again, don't know about dorms. If the college of your choice doesn't offer on-campus living, you can always rent a room from someone in the area, as many locals offer such a thing- look in the Penny Saver for rental ads. Good luck.

Most of California's junior colleges are good schools with hardworking, well educated teachers. As far as I know, few have dorms. College of the Redwoods does have dorms and is a pretty campus located in Eureka, CA. However, this particular part of CA is very isloated, so if you are looking for action, this may not be the place for you. It is beautiful though--it is surrounded by lush forests and on the coast. It rains quite a bit though. My reccomendation (I am a college professor) is not to worry too much about the junior college you go to, but rather the university you will transfer to. Choose a junior college that is close to your university of choice, that way transfering and matriculating your courses will be much easier and you will already live and be established in the same city when you do make the transfer. San Diego is a beautiful, fun city (although expensive). It has several junior colleges as well as 2 state universities (in the area) and a research university. I would stay away from Modesto Junior College. I went there for a semester or two and did not care for it.

The "Claremont Colleges" aren't junior colleges, but very, VERY, expensive private, four-year and graduate colleges (Liberal Arts, like you said). I would also recommend Citrus and Riverside as good options for Education. But, as leavingcali said, the particular JC you choose isn't nearly as important as the College or University to which you transfer...I know that Santa Monica College is one of the "top transfer colleges" in the state.
It seems like economics are going to have to play a huge role in your decision. Imperial Valley College and Irvine Valley College might as well be in different universes, as the economics are so incredibly different, so I'd recommend first, figuring out a budget, and using that as a guide.

I don't know of any jcs with dorms. However, Cuesta College in San luis Obispo is one of the best in the state and you can easily matriculate to Cal Poly, another very good university, also in San Luis Obispo. There is a lot of student housing in the city of SLO.

Shasta Community College in Redding, California does have dorms because it's 'catchment' includes areas that are quite distant. But a community college with dorms is a VERY rare bird.

Are you considering all of California?? If so, the San Mateo Community College District (Bay Area) has some very good schools. College of San Mateo is probably the best, but it also includes Skyline and Canada (with an ~ over the n). My mother works for that system, so I may be a bit biased... but they have a very good reputation, and a high percentage transfer to 4-year colleges, if that's what your plan is. Here's their website, for more information:
http://www.smccd.net/accounts/smccd/
We also have Foothill & De Anza College nearby, which are quite good as well. Here are their sites: http://www.foothill.fhda.edu/index.php http://www.deanza.edu/
To address your second question, I think the others are right that CCs don't often have dorms... I can't think of any! But I'm sure you could find a cheap-ish room to rent, if you're willing to have roommates.

Sierra College in Rocklin, CA about 20-30 minutes outside of Sacramento is one of the few junior colleges in the state to offer dorms.
