Because of our proximity to the Mexico border, Southern California public schools, in general, offer many bilingual programs. However, I do believe this is more prominent in elementary school than in high school, so you may want to check with the school district of the area in which you're planning to move.
Also, it will depend on what your primary language is, since Spanish is the most commonly used second language here. You may also want to look into some programs offered outside of school by different surrounding cities; contact City Hall for this info.
