pet friendly housing (school, to move, budget)

my fiancee and i are in need to move and are having trouble finding a place that accepts pets, we have had our dog for five years and she has had her cat for seven and we are unwilling to give them up. we are going to school full time and working as much as possible but we are on a fixed budget. we can only afford up to 1100, 1200 if we really push it. we cant find anything, does anyone have any advise? it would be much appreciated
