I currently live in Chicago and I am a graduate student in the process of obtaining my MSW with approximately one year remaining before I graduate. I have been thinking about relocating after graduation...but can't decide where yet. I have been thinking about San Francisco or perhaps Seattle, but I do know that California has one of the strictest licensing laws out of any other state. I have been to California and absolutely loved it (especially San Fran and Santa Cruz)...I am worried about the affordability though...I still need to do a lot of research...help?!

Yes, licensing is tough but the Board doesn't require an oral test anymore. You will need to get 2 yrs of supervision by a California LCSW before you can sit for the exam. Once you are licensed your salary will be quite livable. San Francisco isn't easy to get a social worker job but there are many areas where you can work [like state mental institutions] that pay well.
