Actually, I will be starting up a small business and need to get some local information on licenses, rent info and the like.

I definitely can help you with information about starting up your own business. It would be a tough time to start up now, but I guess it is dependant on what your business is.
The city of SLO has charge after charge after charge, trying to get a piece of your pie. Don't even get me started on the Downtown Association. But, if you do want my help, I'm glad to give it.

I have always wondered why California seems intent on running business out of Claifornia! I had a friend leave last year for Las Vegas. He said Nevada was more business friendly. Less fees, taxes and regulations.
California will no longer be golden... just kinda a brown and dry.

I used to think I would want to live in Santa Barbara, but there is actually nothing to see outside of Santa Barbara, whereas I love San Luis and grew up in Paso Robles. I can't afford to live in CA and so don't, but if I could I would pick San Luis or up North in Chico area. If you are from the city you may find that there is nothing for you to do in a smaller town.

Actually CA's rolling coastal hills are green since it is wintertime.

sheri, I envy you. I love the central coast, some day I want to live out there.  I was out there over the holidays and enjoyed a nice scenic drive down PCH from Monterrey to Pismo. Stayed the night in SLO. Ah, paradise. Now I'm back to reality in the super cold, dreary, midwestern winter.
