I'm sorry. Your question is too vague to answer.

If California was it's own nation it would be the 7th or 8th largest economy in the world. I'd say it's a fine place myself, but I'm plainly biased.

- High labor costs
- Expensive real estate
- Fierce competition
+ Amazing talent pool
+ Lots of real estate available right now thanks to the downturn

"The Small Business Survival Index ranks California 49th in business friendliness. But Nevada, which has no state income tax, ranks 2nd."
and
"California lawmakers are holding their meeting in Reno so they can attract and hear the stories of former California businesses who relocated to Nevada. The Nevada officials, meanwhile, will attend to learn from California’s mistakes in effort to keep jobs."

IMHO, CA has more pluses than negatives when it comes to starting a business when you compare it to other states. Just moving back here from GA I can tell you it was soooo hard to get started in that place (and I love GA). Yes it is expensive to do business here in CA but there are plenty of programs to get you started which I found in other parts of the country to be lacking. A lot of things are thoroughly explained when trying to do business here & information is not some big secret. It doesn't take forever and a day to get started on a business in CA. The money is absolutley here and people here are always willing to try something new.
CA is so great for a small business, especially when you are seeing so many big size companies that were shutting out the little guys are now collapsing.
