Default PNW scenery in California?

Where in California would you recommend for an Olympia/Portland type environment minus the 10 months of grey ???

For a urban environment, only the Bay Area comes close but its not as lush and green as those places.

Otherwise pretty much anywhere north of SF within 60-90 miles of the coast will be like the PNW, the closer you head the north the more it becomes like it both scenery and weather wise.

Anything north of frisco affordable and a good place to raise family...minus grey weather? I don't mind rain but I need a good mix of sunshine too...we were kinda juggling Redding but have heard it is turning into a mini LA
