I think there is a lot of coordination in New Orleans to handle the crowds. Police, bars, locals probably all work together.

They do arrest several thousand people every year at Mardi Gras in New Orleans for things like public drunkeness, lewd behavior, urinating in public, etc.

But the New Orleans regulars and locals seem to set a tone about how to behave.
