I don't think you understand how the budget works in CA. The governor has very little control over the budget, especially since the Democrats control the state congress with an iron fist, and since we go months and months without a budget year after year because the state congress cannot settle on a budget, Arnold has to make concessions when they finally bring one to him because the state is out of money to pay it's own employees and operate services. Still, he secured hard fought cuts this year because of the current crisis and in the end I don't think he's done about as good as anyone else would have done given the circumstances in the state this decade.

And that is not mentioning the initiative system that institutes 10s of billions of new spending every election cycle from crap like 20 billion for a railroad from LA to SF to creating another environmental safety panel staffed by a dozen board members making a few hundred thousand a year and further muddying ability for business to operate in this state. The governor has no control over the initiative system and has no veto power over any approved initiatives.

Moved....the guy is a multi millionaire, not a billionaire. And California's problems run well into the BILLIONS. Bill Gates, the richest guy in the US, would have to give ALL his wealth to solve CAs financial problems, but that would only fix them for a year or two at most.

California's main problems are on the spending side.

It's time for the state to reform our ineffective health care and education systems instead of just throwing more money at them (since those 2 areas are where the bulk of the money is spent). And secondly, we need to make the state less attractive to illegal immigrants, since they use more in state services than they pay in taxes (ie--don't give them welfare, or put them on MediCal, no bilingual ed, deport them more aggressively, etc.).
