What city to choose? (renting, home, buying)

Hello to everyone!
I'm personally from Europe and wanted to send my daughter next year to USA to finish her school studying. Well, I actually, was thinking about California, but still am not sure and if talking about CA, I don't know what city would more be preferable? How do you think, what state or town it would be better to send her? Thank you for your answers.

Would you be sending her to boarding school or moving out here yourself? Will you be buying or renting? Do you want to live near snow, mountains, desert, the beach? There are so many different variants it would help to know what your likes and dislikes are!

She will come through student exchange program, but we also can choose a place where to go. She wanted a warm place, near the beach, because here at home we also live near the sea.
