Mojave Desert, Arizona, Las Vegas. Just to note. I live in a coastal area of SLO County. I've been told by allergy sufferers that this area is the worst they have ever been in the ENTIRE U.S.
Anyway. Heart set on CA? Barstow. Dry desert region. I'm sure you can find a place for 80k there. Blythe or Newberry Springs? Never been there. I heard it is a liitle oasis in the desert. But I really don't know. Prison in Blythe, put your ap. in.

Ya, you can fine safe, but not for the price tag.
Uh, jobs California one of the highest jobless rate in America right now..... 
I would not recommend moving to California. And no I am not saying move to Texas either...just find somewhere else to spread your wings.

Using the 3x rule, the income that supports an $80k mortgage would only support a $740/mo rental. That rules out pretty much any part of California that has jobs.

The city that meets even the slighest to your bugdet and criteria is primarily Sacramento. But give up on that house. There's no such house in California for that amount. But you could rent a nice apartment in Sacramento and deal with that.

You might find something around the Hesperia, Victorville, Barstow area. I seen a bank repo 3bd home that sold in 2005 for $275,000 sell two months ago for $92,000 in Hesperia.
No promise on a JOB though!

I don't think any of us should be encouraging her to even think about a move. She is in retail and wants to work high end, what do you think she could find in Herperia? What about her husband trying to get a job and even though you saw one house sell for $92,000 from $275,000 4 years ago doesn't mean there are many out there. Anyone trying to buy anything, almost anyplace for $80,000 probably needs to re-think that.

I total agree with your statment....and if you read my response before this one I told her just that! However, the market for cheap repo homes is everywhere...and no not to say that the really steal deals are in Hesperia. But, she would have a small chance to find something there in her price range...however nothing else in her request would be there...ie jobs
Most people that work "HIGH end" as you call it commute down the hill into the Ontario/Chino area....not that there is "HIGH end" there....but it's the closest.
What the OP is asking for point blank is a "Miracle in California" which is not going to happen...especially now.
