I would agree that it's probably Stockton, although I'm not in love with LA either.

Agreed. There's 1.5 small neighborhoods of Richmond I'd even call livable. On the other hand, Oakland has absolutely gorgeous areas and I'd choose the hills, Montclair, etc, over any area of SF.
