There are ways to get out of paying some of the taxes for cars purchased outside of CA [at least in Orgeon], but they involve a lot of time, energy, and expense, and I'd guess in many cases it's probably easier and less expensive to just pay the CA tax.

Knew someone who got caught with Oregon plates. The fine was way more than they had saved. I think if you don't want to pay Ca taxes then you should find somewhere that you can tolerate their taxes. Although, it is entertaining to think of ways to get out of paying some of the taxes, when we get so little services for our money.

How does it work when people live in one state and commute to another or they own homes in both states?
I've seen a few cars before with Oregon AND California plates... never figured out why?
A student I know had her car stolen and her parents loaned her a car... she was attending Humboldt State and her parents lived outside Portland... she was stopped a few times and explained her car was stolen and she was driving her parents car till graduation...

Rpche: You need to write more about why you feel the "liberalism" is affecting you. I read your post, but I got nothing from it.
You can say "I want to pay less taxes" and that will be that, but when you talk about "liberalism" you need to explain more. We need the beef about that.

The CHP's CHEATERS program (not the TV show  ) brings in $1 million per year from California residents who did not properly register a vehicle in California. They say there are many more they do not catch.

My understanding is that college students and military personnel on active duty get a break.
But I suppose for a college student they would also look at things like is she paying resident or out-of-state fees.
I'll have to do some digging about that.

Correction - I just checked some college sites, they indicate the DMV can classify a college student as a resident, even if they are not paying the in-state fees. That includes international students.
I don't see anything that would say about her using her parent's vehicle from out of state.
But it might be hard to justify a long term use of an out of state car if she has established residency, no matter who is the vehicle's legal owner.
From the DMV

Oregon and California have DMV reciprocity.. and we can get plate returns just like California returns.. instantly.. it takes more time for other states...We have also heard all the stories and are hip to the tricks of wanna be out of staters
I wish the politicians didnt take so much of our money and create attitudes that even make people think of not doing the right thing.. but the bottom line is.. we all KNOW what the right thing is...
Im not sure what you were referencing about the car having Or and Cali plates.. the law only allows a vehicle to display one states plates at a time... even the decorative ones are illegal.. see 5200/5204 cvc
