I live in Paradise, CA and it is not that inexpensive anymore. It is just a little less expensive than Chico. Of the two, I would pick Chico. Some of the cheaper places would be Oroville, Willows, Orland, Hamilton City, Tehema, Corning. There are numerous little valley towns that are fairly cheap, but not much to do there.
