I don't think anyone can say for certain, what the cheapest place to live in the state would be. Are you talking about NO CA or anywhere. Some of the cities in the Southern part of the state toward the desert are not terribly expensive, up toward Cresent Ciity would be another as well is inland toward OR, driving north maybe near Yreka.
What are you thinking of as cheap and if you are thinking of moving, what about a job?

The cheapest place to live in CA is probably a he## hole, and not a place you willingly live. Small towns in the central valley or the desert are probably the cheapest.

Cheap cities.. Try Merced, Fresno, the Central Valley.. It's got plenty of problems, such as High Unemployment and High Crime, but is fairly cheap and has some nicer areas..

Check on realtor.com and go to 95954 or 95969. Magalia and Paradise are northern CA towns and I believe Butte County is one of the less expensive in the state. Of course, employment is dismal at best.
