I see a Brazil like situation in Southern VA. The people making over $100K and businesses support most of the tax revenue to pay for the State expenses. Raise taxes much higher and they will flea the state. But cut services much more and the homeless and desperate will overwhelm the social services providers. Government spending is mostly to support the poor and if the disadvantaged are cut off they do not turn into pumpkins- they become homeless and commit crimes and cause even more trouble.

97% of the 'poor' in america own a color tv.
Over 3/4ths of them have a car.
It's time for everyone, including the parasites, to start pitching in to fix this situation.
Or they will find themselves with no one to leech off of anymore.

Your solution?

I didn't vote for any of the choices: why should the Government bail CA out? There has been too much bailing out already, what state would be next? I certainly don't think raising taxes is the answer, if it comes to that the tax raise had better be across the board and not apply to only those making XX number of dollars. The third choice, bail out, but don't call it that, again NO,.

The govt should bail out calif because the fed govt does nothing to stop the flow of illegals into calif and forces calif to pay for the schooling and healthcare of those illegals.

Is California defenseless? Why can't they patrol their own borders?

None of the above.

Cut spending, lower taxes.

Demonstrated effective, every time it's been done.
