The State could come out ahead if they changed they way registration and smog is done. How about allowing people with vehicles less than 10 years old to pay for two years at a time (4 years would be too expensive for many people) in in lieu of biannual smog check with the stipulation that any additional yearly fees go into an interest-bearing account so the State can't spend the fees for the 2nd, 3rd, 4th year during the first year and creating further problems? The State could then withdraw the funds, with interest, from the account each year.

I think the only real problem with this is the fact that after about 8 years cars often have random smog equipment fail. I tend to think the people who would pay registration fees in advance are probably the ones who are most likely to get the glowing "check engine light" turned off, however.

There are many places in California that are a lot hotter than than, and those places often have the most riff raff.

because it has nothing to do with common sense or keeping your cars running well, or clean air - it has to do with generating revenue. period.

They only move to Texas because they are true Texans. Maybe the few million that moved here in the 80's are just now returning.
