Not all, to be fair. To paint with too wide a brush would be stupid, but from my experience, by and large there are far more rude people on the Left Coast and Upper Right Coastal regions of the United States.
Cali and the East Coast. Hands down.
You'll have to change your behaviour if you are not happy with that global perspective, Californians.
I think it is a good idea to start taxing stoners. Tax the junk food too.
They will have the munchies bigtime.

What am I missing here? What does taxing junk food (which by the way is really a dumb idea, who decides on what is junk food?) have to do with people in Ca being rude or not being rude..?? Of course I hope you are being facetious.

Maybe they are rude because people keep using the term 'Cali' instead of saying 'California'

also, i don't know what you mean by "scenic" but certainly the central coast and northern california and the higher elevations of california (the sierra for example) and many places in other states for that matter are far more beautiful than the land down there.

You nailed it right on the head buddy!  I agree 100 percent with this. In my five years that I have been living here in Cali, have been able to spend some time in the Northern part of the state and I found the Northern part to be the most desirable. I currently live in SD and although there is some nice weather and scenery down here, it doesn't compare at all to Nor Cal.
In Nor Cal, the people are friendly and easy-going, and you have a very broad range of environments, climates, and terrain. Places like Monterey, Santa Cruz, SF, San Luis Obispo, Yosemite Nat'l Park, Sequoia Nat'l park, Lake Tahoe, Morro Bay, Redding, Sonoma (the list could go on and on) are amazing and very unique in their own ways.
In So Cal, the entire area (from Santa Barbara to San Diego and Barstow to El Centro) looks the same and most of the trees and other floral & fauna is transplanted. There really is not much variety down here. As for the people, there are some great people here, but many of the people (including a large chunk of the people in San Diego) are involved in a huge rat race to try to look as much like the stars as they possibly can. You have a lot of pretenders out here who will dress nice, drive nice cars (like BMW's, Infinity's, ect.) and act like they are rolling in the dough, but in reality, are in debt up to their eyeballs and beyond.
Also, there is this "wear nothing", "never take life seriously", "party all of the time" mentality down here that I can't stand (and this is coming from a man in his low 20's). There seems to be no since of values or morals at all down here.
Anyway, if I decide to stay in Cali, I' am definitely heading North, and would recommend Nor Cal to anyone who is considering moving here. The Northern region is the heart and soul of this great state.

Wow, what a dumb a** excuse.  Not everyone here is busy doing something. There are a lot of lazy people out here who spend most of their days doing absolutely nothing with their lives.
BTW, you don't think that people are "busy" and have "things to do" anywhere else outside of Southern California? I gaurantee you that there are PLENTY of busy people in places like Birmingham, Atlanta, Miami, Dallas, New Orleans, Boston, Houston, San Jose, and Minneapolis who are still kind and friendly to their fellow man.

Alot of kids & young adults use the term "cali" & it annoys me. They think ca is the greatest place on earth yet they have never lived anywhere else. They just dont know any better.

In college I have met people from out of state and they all call it "cali" and it makes me cringe. I think it comes from shows like The OC.

Today i was at walmart in Beaumont,ca & rude people were everywhere. I was checking out the pretty ladies & i got a few dirty looks. If a female dont want to be checked out then dress down, shave your head & dont shave your legs. Also dont wear lil shorts & dresses, revealing tops, mid riffs, bra, panties & make up. SHEESH!!!!

Girls in So Cal get a kick out of making guys want them (whether by dressing like a prostitute, and or wearing tiny bikini's), and then acting like a b**** when a guy gives them attention and or hits on them. It empowers them. I especially dislike the spoiled rich white girls (btw, I' am white myself and I' am not trying to be racist in anyway) who think that they are little princesses, think that they are "hot stuff," and that they should have whatever they want when they want it.
Me, I ignore most young women out here. I focus on the 28-45 year-old crowd. Not only are they full-grown Women, but they don't act like they are still in High School. Most of them are independent, fun to be around (in a good way, lol.), and they know what they want out of life. You can also set down with them and have an intelligent conversation. Anyway, sorry for the Essay.
I guess you could say that I' am a cougar lover! lol

People are people. We have traveled all over the USA. There are probably 25% that are rude, per state. You can always find people that are helpful, and thoughtful. If it is only one a day, you are blessed. There is good in everyone.....you just have to find it, and keep that good attitude when looking.
