Lunch on PCH South of LA ?
We will be driving from LA to San Diego next month along the PCH -
Looking for a cool restaurant along the ocean to hang out and have lunch and few drinks.....

Fred's in Huntington is cool and has a big patio with a view of the pier/ocean.

Can be upscale or local hangout... Maybe something in Oceanside or Del Mar?

Oceanside isn't really a fine-dining type of town. Del Mar though, is. If you like fish, then (going north to south), Kings in Carlsbad, Pacifica Breeze for some of the best fish tacos in SD County, and Bluewater, which is just south of Old Town (beats the hell out of the "popular" Point Loma Seafood).
There are pricier places, to be sure, and they are good. Yelp will give you them all.
If you like sushi, then try this for Oceanside:

We may end up departing LA around noon after lunch...
If so, what would be a good 1/2 way point along the Ocean for happy hour...

Happy Hour and Specials at Pacifica Bar in Del Mar
It's the main restaurant attached to Pacifica Breeze.
From there, it's a short walk to the beach and you're also right in the heart of Del Mar. Hard to beat!

Hotel Laguna in Laguna Beach is cool. They have a bar/casual dining area with an ocean view.

You will be early for Happy hour, but try the outdoor patio at Las Brisas in Laguna Beach for a cocktail. Great View. You also may want to check out La Jolla in San DIego. There are also several nice places right above the cove that have great food & drink.
