Goleta or Arroyo Grande? Which one you like the best?
Which city is the better one to settle in?
Here are some of the areas a place can excel or lose in........
Jobs
Housing prices
Livability-What ever that means!
People
Climate
Recreation
Cost of living

I have good vibes on both places.
You can use Sperling's Best Places to compare a lot of those attributes.

From a quick look, Goleta housing is twice as expensive and the unemployment rate is half as much.

Either is quite nice. AG is close to SLO and Goleta is close to Santa Barbara. Arroyo has got to have better house prices, I'd imagine.

From the standpoint of practicality (jobs, convenience, etc) and high culture (SB right there, LA only 90 minutes away) Goleta edges out AG. But AG is more of a rural paradise type of place and actually has better avos than Goleta.

Jobs...Unless you work for the government/utilities there is nothing.
Livability...Very safe
People...Lots of nice folks
Climate...Boring 
Recreation...Lots of outdoor stuff
Cost of living...Expensive housing
Undefinable goodness...Yes, but don't tell anyone.
