Thanks tbsmom for that update. The one good line in there was the one about how "Benefit checks covering all eligible weeks since November 8 should be sent around the same time"
Some of us having run out in Aug are really in the tank with rent and bills and this delay is a killer. Looks like it may actually take close to 2 months since the bill was passed to get any funds into the hands of unemployed workers.
That is a LONG time when you need to get $$$ utility bills and rent paid.
Your welcome Jakks. I did get my letter from Ca EDD stating I am potentially eligible. I ran out of my last extension in September. Been living off of savings and retirement at this point. No job prospects in site and I'm a CPA. You would think I could at least find tax work for the upcoming season. I do get some of work via word of mouth from my network of friends, but this job market is ridiculous. Almost impossible to get a face to face interview. I wish everyone on this board the best of luck.
That's scary. I've been considering going back to school to study accounting, thinking it to be good way to get back into the workforce. What the hell is going on?

I agree! A VERY long time. Savings is almost gone... Hopefully claim forms will be in hand soon! Just wish there was a way they could speed things up.
Mine ran out in August also. Seems to me that it may take a little longer for some people to get theirs than others. Looks like I am one of the people that may need to re-apply. I sure hope it isnt delayed further because of it. Believe me, I am a single mother and am so happy to potentially be getting this extension. I just wish I could know for sure IF I am getting it so I can know what exactly will be happening. I was hoping that claim forms would be coming out this week because that is what the EDD's webpage had stated earlier this week. Looks like we may have to hold out for another week or two. Having the checks come in before the holidays would have lessened my financial stress just a bit (and probably would have helped the economy more because more people would have been holiday shopping).
I have exhausted my First Extension benefits couple of weeks ago and was notified in the accompanying notes of last check that I am eligible for the next extension and EDD will automatically file for me & send me the Claim Forms. However, I have not received any Claim Forms for the Second Extension as yet. Since an additional week was added to the Second Extension in the latest legislation, I am wondering if the delay is due to the programming. EDD website does not specifically mention any delay in sending out Claim Forms for the Second Extension. Any thoughts on this?

Reason: some addition for clarification

Yes EDD will automatically file your 2nd extension claim...they never bother telling you what's up, but you should get a new claim form a week or two after you use up all of your 1st extension. As far as those of us who ran out of all benefit's sometime ago...it's looking like we won't see any checks before Christmas...or so Channel 3 KCRA News in Sacramento said last night in a report. those who are currently 'in the system' will simply get new checks sent as their UI extensions run out...those of us who've been out of UI for months will need to probably get sent in the snail-mail new claim forms asking if we need the extension...which will drag things out for us by weeks. Looks like no Christmas this year. What honks me off, is that the news report said that the delay is due to CA EDD's old computer system not being designed to handle all these multiple extensions...yet they also said EDD was given hundreds of millions of dollars two years ago by the Feds to update with a new modern system - they just haven't got around to it.
EDD is recommending people who have run out of benefits before Nov-8-2009 apply now online for the latest extension.
From the EDD site:
The Employment Development Department (EDD) has completed most of the complex programming required to be able to file and pay the new extension of Unemployment Insurance (UI) benefits enacted by the federal government on November 8, 2009.
Testing is underway to ensure the new changes adopted into the 25-30 year old programs will not negatively affect our ability to process and pay benefits on other claims. So far, that testing is going well and we anticipate being able to start processing the new federal extension claims and sending out notices and claim forms to potentially eligible unemployed workers in the week of December 14.
If all goes as planned, we should start issuing the first two-week checks soon after. Claim forms need to be sent to claimants and received in sequential order to avoid interruptions in payments. Checks will arrive in two-week increments for all eligible weeks of unemployment dating back to November 8 as long as claimants quickly and accurately complete and return all pertinent claim forms sent to them and those forms verify eligibility.
All potentially eligible unemployed workers will be sent notices as soon as the new programming is up and running. Those who exhausted all of their available benefits before November 8 will most likely be advised to submit a new application for the extension benefits. Because so much time elapsed between when these claimants ran out of their benefits and when the federal government enacted the new extensions, EDD has to collect updated claimant and employment-related information to file these claims.
To save time, it’s recommended these claimants go ahead and submit a new application for the extension benefits now online. For those unemployed workers who ran out of their benefits after November 8, EDD should be able to automatically file their new extension claims and send them claim forms to be completed and returned. Those potentially eligible to receive the new extensions with up to 14 more weeks of UI benefits available for now include those who have exhausted all available unemployment benefits. As of December 4, EDD estimates 117,000 people in California have run out of benefits. Those potentially eligible for the new benefits also include those who will run out of their second extension benefits by mid-December, and those who run out of their current FED ED benefits between now and early 2010.
The first eligible week for the new benefits is the week starting Sunday, November 8, 2009. Because the new extensions are not retroactive, they do not apply to any weeks of unemployment prior to the enactment date of November 8. But the Department will file the new extended benefit claims effective November 8, 2009, for those who are eligible. EDD has received many inquiries from anxious claimants. We are updating our online information on a continual basis so you have the very latest information available. We encourage you to stay informed on developments by monitoring our Web site and following EDD on Twitter. You will also find helpful revised information about the federal extension program in our Frequently Asked Questions (FAQ) section of our Web site
EDD's December 4th letter now tells those seeking a 4th extension that they must fill out the EDD application all over again if they exhausted their claim before November 8. This means you have to fill out the original application that all first time applicants fill out. I hope you kept a copy of your old application. It will save time piecing together old employment information you may have disposed of.
Hey everyone this is what i have learned to do if you want your extension sooner then later!!!!!!!! you need to call this number which ia m sure you all know but just in case 1=800=300=5616 then push 1230 prompts, it can take a long time but keep hitting redial until you get through then when you finally get through if they ask right away for your social you have someone that can get into your file and they need to get into your file if they can only taake inormation say thank you hang up and try again until you get the person who can help you with your file. Make sure you are on the list which when i first called i was not and the nice guy on the phone, tom, put me back on the list if you are not on the list you will not be notified for a very long long time!!!!! .Then after that tell them you need to nown have them refile an application and if no information has changed they can use your old ap. if you do not do this also you will not get your extension for a long time, i had to call 5 more times before i finally got a supervisor who said i had to fill a new app out or my extension would be delayed again. So i did and i already have recieved the things i need to get the claim forms, everyone as hard as it is to get through to a person who can really help you it is a must to do so. Do not rely on these post once again call and keep calling until you get through to a person who can get into your file, 2nd make sure you are on the list, 3rd if you ran out of benifets before nov 8th make sure you refile an application 4th then when , you recieve a letter stating you have an no money in your account, you will soon recieve your claim forms. If you do not do these 4 things the supervisor i talked to said I would be the last person who would be get notified because they would think i must be working if i did not reapply for benifets. . Ps I call every other day just to check on my status because i do not want them to lose my file in all the chaos that the unemployment is in. Pss be nice to the people that are trying to make sure we get are extension this is not their fault plus you get a lot more bees with honey and not vinegar. good luck to all
My claim ran out before November 8, 2009. In the last two weeks I have received
(1) A letter dated November 20, captioned: NOTICE OF NEW EXTENDED UNEMPLOYMENT BENEFITS.
In the letter they state I have been identified as being "potentially eligible for new benefts...etc
(2) I received a letter dated November 30, 2009, with the caption: "UNEMPLOYMENT INSURANCE CLAIM STAUS AND PAYMENT HISTORY." This letter states that I am no longer receiving benefits, and also shows a claim payment history.
(3) In response to the EDD online letter of Decemember 7th, and pursuant to the instructions therein, I filed a new application because my last check was received prior to November 8th. Fortunately I had made a copy of my original application, so I didn't have to dig through old files to remind me when I was last employed, and all of the "old information" I gave on my original appplication. When you file on line, you would be foolish not to print out a copy of the application and save it for future use.
The ED online announcement of December 7, said that claim forms should be sent out on or around December 14, with checks being mailed out a week later. Accordingly, I am not going to try to reach EDD, a hopeless task in any event, and I am convinced that they will respond as promised in their directive of December 7th. If you're not following the instructions contained in the EDD online announcements, that would be a huge mistake. I would call only if your last benefits payment was made before November 8, and you have not received the letters I received as mentioned above. Those who claim did not expire until after November 8, have nothing to worry about. Your claim will be automatically filed.
