I've always liked Santa Barbara's downtown area. Tons of restaurants, shopping, and pedestrian activity for a city of its size. Very clean as well.

I asses a downtown in the eastern sense where I grew up. Old street and store fronts, possibly from a time when the automobile was not the main form of transit.

I look at transit, particularly if their is their is some sort of transit train station/ light rail.

I look at vitality. How successful are the downtown businesses. How aesthetically pleasing are the buildings. If they are a old are they well upkept, is the architecture being preserved. If it is new, is it sustainable, is it sturdy, does it mesh in with existing buildings. Is the downtown the nexus to lower income neighborhoods or is it a hub of vitality.

Is there mixed residential and commercial use to ensure a steady consumer base?
