Default rent control - what is landlord responsibile for?

Is the landlord responsible for paying city trash pick up? This is in regards to Los Angeles rent control. Does anybody know where I can find more info on this? I just learned that I have been living in a rent control property for 17 months. I was never given a lease agreement when I moved in. I signed one but they didn't give me a copy. I don't know how to ask my landlord for a copy with out her thinking I'm up to something. That's just how she is. I don't want the drama but I've found out some things that she should owe me money for and don't want to ignore this.

You are entitled to have copies of anything you sign. You don't have to be "up to something". Ask for the rental agreement. My properties that I manage are not in rent control ........ yes, the tenant's pay for trash. I pay for water and hot water if there is one hot water heater servicing the whole building.
