Default ID Card for Nonresident

I am heading over to Huntington Beach for the summer on a J1 student visa and I was looking into getting a ID Card but I am only staying from June till September and I was reading up on other states and they require you to have so many months left running on your visa to be able to apply for and ID card. I cant see any information on the CA dmv website and I was wondering do any of you know if I can apply for this ID card even though I am only going to be in the state for a few months?

The reason I want to get this as I dont want to be bringing around my passport with me all the time just in case I lose it.
