Also, OP, there are some mobile home parks that also have a section that is an RV park. The RV park people are not staying very long and the mobile homes in the mobile home park are there permanently.
Also, at municipal campgrounds there are typically campground "hosts" that live at campgrounds. Typically they work a position for several months at a time. And most of those positions are volunteer - the volunteers get free camping in exchange for 20 hours or so of work per week for the duration of the position.

Very many campgrounds at the city, county, state and federal levels have one or more park hosts which are invited to stay seasonally or year round in exchange for some duties of camp oversight and other services. A lot of commercial campsites also have volunteer hosts who stay there for free or at a reduced rate, often for extended periods, and help work the campground in return.

True. There's actually a website which is devoted to those who wish to camp while being a caretaker for selected campgrounds around the country, but I don't recall the site at the moment. Googling campground caretakers would probably pin it down.

I did mean public - as in national, state, county, etc. "Municipal" is usually used for city-level, but it's not restricted to any level.
