When i was there earlier in the year, the "Canadian accent" is alive and well in Vancouver- especially with the older people and men. You do hear those younger girls with their "Valley" accent..obviously they showed "The OC" up there...so maybe the next generation the accent will be weaker?
But for the vast majority of the people- you hear the accent indeed
the valley girl thing has nothing to do with showing the OC, Ive heard the similar valley girl sound since the 80's in Canada:

I saw two "Canamerican" movies on Lifetime last night - My Nanny's Secret and My Mother's Secret. Although set in America, both had Canadian actors and were filmed in Toronto. The first one was also filmed in Montreal. Some of the actors' accents were more distinctly Canadian than others.

Which Canadian accent are we talking "aboat"? There's more than three ("regular" Canadian, Quebecois, and "Newfie")!;-)

Although the Québécois accent in English is not really a native English speaker accent like the others. It is more like a ''foreign'' second-language accent in English, like Mexican or German.

Canadians on TV do not sound the same as Canadians in real life for some reason, I am not sure why though.

When you see Canadian celebrities in films and even watch actual Canadian commercials, they sound more American than Canadians do in real life in Canada. I am not sure why though, maybe I just notice the accent more in real life than I do when it's recorded.

If you listen to Canadian commercial radio stations you will notice this even more.
