They were quite popular in English Canada as well. I remember them growing up.

La Guerre des Tuques is part of the Contes pour Tous series of movies that was made over a period of 20 years. Many of them were co-productions with other countries and my kids' favourite is actually La Championne which was shot in Romania. (Vaguely reminescent of Nadia Comaneci.)
