Why was it Hamilton, Ontario, and not a larger Canadian city like Montreal or Toronto, that hosted the very first British Empire Games (to become the Commonwealth Games) in 1930?

From my research on the Internet, it appears that the founder of the games was Melville Marks (Bobby) Robinson. Mr. Robinson was a sports reporter for the Hamilton Spectator who managed Canada's track and field team in the 1928 Summer Olympics. The Olympics gave him the inspiration and contacts to establish the British Empire games.

It seems that the city of Hamilton got behind Mr. Robinson, and offered up a new stadium (Ivor Wynne Stadium), and paid the flight expenses of the visiting countries' teams.
