No. Many offices close at noon on the 24th, but retail businesses and banks would be open, most of them until 6:00 p.m. Some retail operations (e.g. 24-hour convenience stores like Mac's) would not shut down, and would carry on though Christmas Day.

Christmas Eve half day, but Christmas Day and Boxing Day (Dec 26) closed.
Canada, unlike the USA observes Boxing Day as national holiday.
