Acajack - I have no idea about the problems/issues/concerns at the YOW airport authority but if you don't believe me about YYZ than I completely digress.. I even went as far as saying if you ever do fly through Pearson and you note a problem send me a pvt message.. Do I get so much as a thanks - not really. If you don't believe YYZ is Air Canada's fortress hub than I suggest you research International to Domestic connections activity between YYZ and YUL..
YYZ is a much nicer airport than YUL in my opinion.
Sometimes it feels like the only reason you get the ''hi-bonjour'' in places like Toronto (and Vancouver or wherever) is so they can justify wall-to-wall bilingual service (read = in English) in Quebec airports and other locations, based on a snow job that would have us believe that because of the ''hi-bonjour'' both situations are somehow equivalent.
You have strong feelings regarding the innadequacy of airport's ability to follow through on their language requirements.. Perhaps you should write your M.P or Minister of Transport - Lisa Raitt...

Thanks GM10 - there had to be an investment in its facilities both Terminal and airside in order for it to accomodate the growth that has occured and is forecasted to occur in the future. YYZ is close to or perhaps just broke the 40 million pax per year threshold which is a milestone in the Canadian airport system and finally we will be linked to the DT core via direct rail link in two months..
On a separate note - when I do through YUL, I certainly don't get offended when someone says Hi to me in English lol..

Second to last time I went through, It was 45 minuted before bags started to appear. Last time I went through, I found that my bags were put on the following flight, and I had to wait two @#$% hours for them--in spite of the fact that I flew first-class and my bags were tagged "Priority."
I just want to clarify what was meant by main gateway airport in Canada.. It isn't to say other large CAD airports aren't gateways.. Having said that, it is hard to ignore given Pearson's stats that it is the Principle International Gateway to Canada
The following are the big 3.. Vancouver has strong Asia International connectivity, Montreal has strong International connectivity with other francophonie nations with foreign flag Carriers and honourable mention for European. Toronto has strong International Connectivity to Asia, South America, Africa and Europe.. It is also Air Canada's fortress hub so it is not a stretch that Pearson is the principle Canadian International Gateway Airport. It isn't to say other Canadian airports aren't internationally connected.

I'm speaking as a person with general knowledge on a subject here - not on an official capacity of course
Which Airline/Sector did you fly on and when were your flights. If for instance you are unlucky enough to fly on a bad weather day that can influence things.
Baggage delivery times and baggage handling are an airline responsibility.. From a facility perspective the airport provides the physical resources only... Most of the time there are adequate resources to handle demand but sometimes due to delays - particularly if an airline delays against their allocated scheduled time than it can put strain on the facility.. With that said, provide me with the data.. I like looking at problems.. Keep in mind an International arriving flight will take longer to offload and process than a Domestic flight as International flights are subject to inspection by Goverment agencies and of course the baggage is larger, heavier and of much greater number because the aircraft is usually a wide-bodied variety with upwards of 800 bags.
On a general note - Complexity of airport operations grows the larger an airport gets. Pearson is almost 40 million pax now - double the next largest in Canada - YVR so it is more of a challenge there's just so much more activity going on and more things can go wrong the larger an aiport is...However, with your particular issues I don't think it was an airport issue and more to do with the airlines operations.
I have reservations about any anonymous C/D poster who thinks he's more qualified to rule the country than all the PM's we've had in the past - lol, talk about delusions of grandeur.
