The irony is of course, is that per capita there are less abortions in Canada than the US. So if someones goal is to lower the abortion rate, restrictions don't seem to work.
Women with access to universal healthcare and honest and open sex education is the way to go.
I doubt, very, very, very few women use it as birth control.

That has less to do with laws and more to do with poverty and education.
