It was part of the negotiations related to all those wars that were fought between France and Britain back in the day. You know how it goes with treaties: I give this, you give this, I keep this, you keep this.
The usual logic we hear is that there was a lot of flip-flopping of colonies back and forth between the two powers. France wanted to keep SPM in order to retain at least a small foothold in northern North America, in the hopes of using it as springboard for eventually winning some larger territories back.

It was kept as a fishing base from which France could have acess to the then relatively lucrative Newfoundland fisheries. It was a tidbit thrown to France in order to balance losing the rest of New France.

Very much so. They have some of their own traits but to the untrained ear it sounds remarkably close to the mainstream accents in northern and central France.
