Default Can i apply in a different CHC if i have a work visa in that Country

[SIZE=2]I am Sanooj, from Bangalore. I am planning to immigrate to Vancouver, and I started filling the application form which i got from the CHC website. I have few questions and I will be very thankful if you can help me.

I was actually planning to file the immigration form, where i found some difficulties with the NOCs.
I am working as a Database professional (NOC 2172 ), but my official title is "Senior Software Engineer" , so i am bit comfused which value i need to put there, the value which is there in this list
(National Occupational Classification 2001 - Search ) or the title i was given (something like Senior database developer / Software Engineer etc.. ). Also Is that mandatory to put the descriptions which are given in the site as it is ?

Also I noted in the CHC website that if i apply in India (which is my current residence), then i need wait for nearly 67 months in order to get my PR. Now, i got an offer from a Hungarian company and am planning to Goto Hungary ( I got a Hungarian Work permit and a Resident permit which is valid for 2-3 years) I see that in Vienna the PR processing takes only 10 -20 months, Someone told me that I am eligible to apply for PR in Vienna, the very first day I reach Hungary. is this true ? or Do i need to stay there in Hungary for an year and then only i am eligible to apply for PR in Vienna ?

Thanks in advance

For detailed information such as what you seek, I think you would be best off if you contacted the nearest Canadian consulate or embassy.

The questions you are asking are too important to your future to be decided by an internet forum.
