Your question might re restated like this:

If all political parties in Quebec were disbanded, and in every election there would be only two candidates, and each candidate would be a puppet for the Republican Party and the Democratic Party machines in the USA, would Quebec mostly vote for the Republicans? Because that is the one and only definition of a "red state".

What the hell does Louisiana being settled by Quebecers have to do with anything? What does where people from Quebec went to over 100 years ago have to do with Quebec in 2015? If anything, the influence would be Quebec to Louisiana not the reverse. Maine is also not very right wing. Maybe compared to New Hampshire, but compared to most of the south it's still pretty liberal.
