Personally, I'm looking for a city with lots to do, good market (economy and housing). As far as weather, doesn't matter. Generally prefer warmer weather but doesn't matter, I've lived in cold climates so I can deal. Although the beaches near Vancouver are very appealing and I love beaches. But the mall in Edmonton is also appealing.
Housing costs in Toronto are about the same as in Vancouver.
Property tax, heating bills, and condo fees are cheaper in Vancouver.
Food about the same.
Liking Edmonton just because of a mall is just odd to me.
Toronto has more urban options of theatre and museums as an example.
Vancouver has more options for outdoor recreation and stunning beauty.
