SD (I guess you mean San Diego) will probably be the cheapest. But it doesn't exactly provide an urban environment if that's what you look for. The flip side is you will most likely need a car, which likely pushes up the cost significantly.

Boston is probably the most expensive, partly due to the high rent and partly due to the high USD.

Toronto and Vancouver are probably similar, with Toronto a tad more affordable. Canadian dollar is a bargain these days.

this seems to indicate SD is more expensive nowadays, with USD at about 33% premium.

Cost of Living Comparison Between Vancouver, Canada And San Diego, CA, United States

It depends on your lifestyle. In general Canada is more affordable due to the cheap CAD. Consumer products and clothing tend to be cheaper in the US, but I doubt you will spend much on those during your 1 year stay.

Basically it is rent, transport and food that determines the cost. Rent is Canada is considerable cheaper, transport more expensive but you need a car in SD but not in Van. Food would be similarly priced.

where are you from?

If you are Chinese, then don't go to Vancouver; and if you are Hispanic, don't go to San Diego.

Unless you are very extraverted, cities like SD don't offer a lot of opportunity to practice outside class time because people are in their cars most of the time. All the other three are all great options.

Plenty of opportunity, there is actually plenty of human interaction in non urban environments.

Go to Toronto. More urban, more jobs, more options.

SD you need a car to go anywhere and it's already more expensive than Toronto in terms of rent.

Vancouver will be cheaper on rent but not enough jobs.

Boston rent is INSANE and weather is same as Toronto and still has jobs.

So I'd say Toronto or Boston really...

OP does not care about jobs, he's looking for somewhere to be temporarily as a student and then leave.

IMO, Vancouver or SD. SD is a warm and dry climate, so may be more familiar and pleasant to a Turk, and Vancouver has a cooler and much wetter climate, more urban setting, and has close proximity to unspoiled wilderness (you can take the city bus to skiing and hiking in the mountains). Vancouver would likely be more affordable now because of the low Canadian dollar, so I would choose Vancouver.
