Believe it or not I read the wikipedia article on this town years ago and remember the answer. It's a part of the old Northwest Company territory, the old French Canadian dominated and Montreal based competitor of HBC. The fur traders named the lake, and I think there were missionaries there later too.

The people in La Loche appear to be Metis: mixed French and aboriginal. Most people in the town have French surnames. It's quite common in western North America to find aboriginals with French surnames.
