I grew up in BC and was shocked at the lack of dog-friendlyness when we lived in QC (mind you we were in more rural areas). You might like an area like Mission, Deroche.

Veganism in BC won't be much different than Montreal. Unless you are in the urban centre of Vancouver (and you won't be, by your list), it'll just be typical hippy attitudes. I've been vegan in smaller BC cities/towns, and you'll just have to ask your preferences but you probably won't find much vegan menus (some areas with Indian populations are good alternatives). Grocery stores often have good selections.
