My mother brought me to America when I was 5 years old to be with this guy she met on the internet. Long story short they didn't work out, but because he was abusive she gets the government to help her survive. I'm currently 20 years old and have DACA that lets me work and drive. With Trump becoming President I'm afraid he'll get rid of DACA and then I'm screwed. Also I'm in my Junior year of college and am struggling to pay tuition.My dad died when I was little and I used his money he left me to pay for the first two years. I've always wanted to go back home and live with my Grandparents, but my mom insisted that I say here with her. My problem is I came before passports so I only have a birth certificate. Also my major is Public Administration and won't transfer well. I want to go back there and go to school and live a normal life. HELP!!!

If your birth certificate says you were born in Canada then the good news is you are a Canadian, c'mon home.

Some of the credits should transfer so you probably wouldn't be starting from scratch, but yeah, it may take a bit longer to graduate. Thankfully, tuition in Canada is generally cheaper. What province do your grandparents live in?

My grandparents live in Ontario, but I want to go to the university of Manitoba. I wouldn't be able to start until the fall because the deadline is past.

That does give you a chance to move to Manitoba buy a winter's worth of clothing and work until next Fall while saving up the Tuition. Like the man said, if your are listed as born in Canada you are a citizen of Canada.

My only thing is is that I haven't paid all my tuition and won't by the end of December. Should I stay in America and pay off the rest of my tuition and then go?

OP you seem to be getting ahead of the game first thing is returning to Canada getting some means of income and getting established, then you start thinking of going to school.
