The head of Lowe's Canada is Sylvain Prud'homme, so we have a pretty good idea of where he is from.

Currently the Canadian HQ is in Toronto. I would assume that if and when it moves to the Montreal area, most of the Toronto-area staff will not make the move. And that the HQ will eventually be staffed primarily by locals from the Montreal area.

Lowe's Canada's senior management team is heavy on francophones already, especially for a company currently based in the Toronto area. It's a reflection of the merger with RONA I guess:

Can it be said that the companies that moved their HQs from Montreal have been supplanted in the city by the HQs of home-grown corporations, thus mitigating the losses?

Probably because most of the staff dont speak French,Law in Quebec has any company with more than 50 employees mandating French as the language to be used in the workplace.

Quebec body says small businesses employees must use French - The Globe and Mail
... which doesn't mean that employees have to speak French, only that the company has to function in French, which is different.

While you can speak whatever language you like at the work place if you are called upon to speak French for any number of reasons you had better have the linguistic skills to do so or you or your company may be getting a visit from the language police.
