Canada doesn't have assistance programs like WIC or SNAP. Any social assistance programs to cover shelter and food are only available to Canadian citizens and legal permanent residents who need temporary financial assistance to get them through a rough patch. The temporary financial assistance provided is extremely minimal, just barely enough to survive on.

About social assistance in Ontario | Ministry of Community and Social Services

Anyone who isn't a citizen/permanent resident/acknowledged refugee and doesn't belong in Canada and has no means of support would be deported back to where they came from.

This is not exactly true at all.

If you are in Toronto and you are having issues with food insecurity there are resources available.

Ex. Good Food Box | Foodshare

Contact local Churches, Mosques, temples etc ... they usually will help anyone regardless of faith

Daily Bread Food Bank | Leading the fight against hunger in Toronto.

Search food banks in Toronto online for lists of places that can offered assistance or more specific local direction.

There are community gardens and community kitchens that one could get involved with. Community kitchens are great was for social networking and getting a well balanced family meal.

Access Alliance

This organization use to run some community kitches.

Also the city also runs programs...

https://www1.toronto.ca/wps/portal/c...0071d60f89RCRD

Taking part in these programs is FREE!!!!

If you have no status in Toronto you can contact this organization for more specific advice and ideas...

no one is illegal - toronto | STATUS FOR ALL!! ACCESS WITHOUT FEAR!!

Toronto is suppose to be a sanctuary city.

If someone is trying to access services by any city service and is reported to Canadian Immigrations Officers that city employee is in conflict with the cities mandate and the city employee should be reported.

There are also places that offer free meals .... just search soup kitchens. There are also religious organizations that offer free meals to anyone.

No one is this city should be hungry status or no status! This is a really wealthy city with a huge surplus of food. There are resources. If in this situation please contact some of the resources I listed.

This may not be a direct cheque provided by the government, but there are organizations that are funded by either the government or people living in the city.

No one should feel too shy to ask because anyone can fall under hard times and that is why these services exist.

Different place ... different options available.
So maybe the best answer is no, but this is what is available.
It is not a certain no. There is the face value answer and the back door/ alternative options.
When in need you need often need to get creative to survive.
