It's pretty busy here in Vancouver most of the year, but my guess is it's busier in the drier and warmer months.
Two years ago a friend from LA was here in Vancouver filming a major studios film. He told me that he had trouble getting some crew, because there were 57 productions filming in and around Vancouver.

Partly, but it's also just over 2 1/2 hours flight time from LA. It's also in the same time zone. Plus you can have many different locations that look like elsewhere. From mountains, ocean, beaches, lakes, rivers, cityscapes, small town look ( Storyville is filmed in Steveston a suburb of Vancouver ), desert like areas, long shooting days in summer since the sun rises early and sets very late.

I wonder if any major productions were filmed in the depth of a Canadian winter.
I think a movie with Brad Pitt was fired near Calgary during the winter. The depth of a Canadian winter varies from very cold to warm.
I did come upon a crew setting up for a TV pilot in Dorothy Alberta. The crew probably exceeded the towns population. We watched them set out a cemetery near the famous grain elevator.
