If they learn French? Totally welcomed, as you could tell if you got out more east of Decarie, watched some TV programs in French, tried to enjoy the culture a bit more or if you had young kids in the French school network, where 60-70% of the students are "muslims, jews, orientals, visible minorities" and yet, no one bats an eye and it is what my kids and their friends are used to.

It's time for you to time-travel from 1960 to 2019.

I recently retired from a 35 year employment in a totally French milieu, needless to say i spoke French and got to hear what 365 francophones had to say about many things including their take on immigrants and visible minorities, my kids grew up in a totally French environment and are fluent French speakers.
i got no problems with Muslims/Sikhs,Jews etc however the Xenophobic Quebec government seems to think Bill 21 needs to be implemented which answers the ops question.

Love that last line.

There is still a lot of self-exclusion going on, though less than before I'd say.

Not a fair assessment.

I think the English speaking society is far more open though. Quebec isn't exactly a beacon of tolerance as repeated in Quebec.

I am not so sure about that. Anglo Canada is a lot more PC than Quebecois culture. But behind the scenes I wouldn't say they are really anymore open. I know plenty of Quebecois in interracial marriages, more so than Anglos.

Same thing with Acadians. I have always got along well with Acadians and I have made freinds with quite a few Franco-Manitobans.

I think there are some fundamental differences in culture between anglophones and francophones when it comes to this. (Some of which are rooted in the Protestant and Catholic traditions, respectively.)

This means that in some ways one side may appear more open, but for other things that side is more closed.

From what immigrant friends who have experience on both sides of the Canadian divide, what I have generally heard is that Anglo-Canadians are very quick to accept anyone and anything as "Canadian". Almost (literally) as soon as you get off the plane. And of course who hasn't heard someone quip that phô soup, dim sum, baghra dancing or even the hijab (sorry ) are genuinely Canadian stuff?

The bar is set higher for being Québécois, and this includes people as well as "stuff". Foreign cultures (including food, movies, books, etc.) can be quite popular in Quebec - perhaps moreso than Anglo-Canada relatively speaking in some cases - but no one here would refer to pad thai or shawarma as Québécois food even if we love to eat that stuff.

My immigrant friends are of the view that Anglo-Canada is extremely accepting and tolerant (moreso than Quebec) but on the other hand people there aren't particularly curious about their cultures. (Part of that might be related to the Anglo-Canadian reserve, of not wanting to intrude or pry. OTOH you really need to pay your dues in order to be accepted as Québécois (though it's certainly possible and not that hard), but the Québécois are also more forthcoming in their interest in your food, music, or even with questions about the old country, your customs, etc.

If you ask racial and religious minorities in the province of Quebec they overwhelmingly prefer English and Canada over French and Quebec though.

Again, just not true.

Immigrants from Algeria, Tunisia, Morocco, Africa generally, Lebanon, Egypt, Spanish-speaking countries, to name a few, have much stronger affinities towards French than towards English.

And that's pretty much why they chose to immigrate to Quebec and not to the RoC.

A good chunk of our immigrants actually come here because the language is French, not in spite of it.
