[I swear Canada's government was covered in my Comparative Politics class in college but then again that was nearly two decades ago]
I am not purporting to be an expert in Canadian politics (I did study about parliamentary systems long ago and am aware of key differences in function) and I'm sorry if I created any offence. I don't want to stray from topic but my basic point is, someone or something is holding your government from altering your language law and that someone or something is most likely a group of dedicated individuals intent on preserving the law.
BTW I've studied about Canada since 6th grade and even though I have never lived there full time (I did visit no less than 16 times in my life) I have read and still continuously read up about your country. For comparison, I have relatives, yes your fellow Canadians, who don't even know who John MacDonald is.
Don't sweat it. Millions of Canadians are woefully ignorant of their own country's history and "civics". Way worse than Americans on their own country BTW, even though the denials are being cued up right now.
Regarding language legislation in Canada aside from squeaky wheels and whiners they generally have at least passive support from most people from coast to coast. It is widely viewed as basic common sense.
